JAKARTA (TheInsiderStories) – In a limited meeting related to the National Strategic Project (NSP), President Joko Widodo decided to integrated the construction of the Jakarta-Bandung-Surabaya fast train. This was conveyed by the coordinating minister for the economy, Airlangga Hartarto to the press today (05/28).
Previously, the Jakarta – Bandung medium speed train was suspended due to various problems. The projects run by PT Kereta Cepat Indonesia China, a consortium owned by state company, PT Wijaya Karya Tbk (IDX: WIKA) and China Railways.
While, minister of transportation, Budi Karya Sumadi, has announced Japanese investors will involves in the Jakarta-Surabaya express train line. The two projects its estimating need costs Rp63.6 trillion (US$4.24 billion).
“The president suggested that the project be connected to Surabaya and a consortium could be added from Japan,” he said by adding minister of state own enterprises, Erick Thohir, would conduct a study of the new proposal, including the consortium for the projects.
Citing the Presidential Regulation Number 18 Year 2020 concerning the National Medium-Term Development Plan for 2020 – 2024, part of the funds to build the fast train are planned to be fulfilled through the State Budget worth of Rp21.6 trillion and private Rp42 trillion.
Based on the paper, the Jakarta – Bandung Fast Train will cut travel time from three hours to 40 minutes. And the Jakarta – Semarang route cut the time from five hours to 3.5 hours.
The construction of Jakarta – Semarang is targeting begins in 2023 and to be completed by the end of 2024. This train has a track length of 435 kilometers. While, the Jakarta – Bandung, which is in construction process, is targeted to be completed by the end of 2021. The length of the track is 142.3 kilometers.
Since 2015, the government has do its best effort to build fast train in the country. But, do to missed-management and calculation the project retreat until now.
In 2016, China and Indonesia has established a joint venture to build and operate the Jakarta-Bandung project. The groundbreaking ceremony was held in January 2016. However, the construction was postponed due to issues ranging from funding to land acquisition.
The key reason for the delay is not at all surprising: the government blames slow progress in the land clearance process, incomplete talks related to the financing scheme as well as the extension of the line, which is now designed to reach Kertajati Airport in West Java.
China Railway, one of the world’ largest railway operator, said that the trains will have a maximum design speed of 350 kilometers per hour on the four-stop rail line.
The Jakarta – Bandung will connect four stations in Halim Perdana Kusuma in Greater Jakarta area, Karawang, West Java, Walini in Bandung and Tegal Luar in West Java. Unclear with the completion of the train project, now the government has started planning the development of Jakarta – Semarang with Japan.
Minister of transportation Budi Karya Sumadi has said, the two project is estimated to require an investment of Rp80 Trillion and start to commences in this year.
The first phase will reportedly be a Jakarta-Semarang section, which is anticipated to be completed within two years. The second, Semarang-Surabaya phase, will start up construction in 2019.
Sumadi stated that the semi-fast train will be able to cover the Jakarta-Surabaya route within five hours, at a minimum speed of 140 kilometers per hour. In the construction of level crossings, both for flyovers and underpasses, the Ministry will coordinate with the Ministry of Public Works and Public Housing.
Jakarta – Semarang facilities are expected to reduce the eight- to nine-hour travel time to only five hours. The minister noted that there are at least 1,000 railroad crossings on the route between Jakarta and Surabaya. Moreover, the government should construct a double track with displaced railroad crossings as well as setting up overhead electricity lines.
The fast train project is a landmark joint effort between Indonesia, China and Japan and also seen as a revolution in the country’ land transportation systems. With goals to drive the economic growth on the surrounding areas of the railway lines, government expects the construction of this fast train line will materialized soon.
