JAKARTA (TheInsiderStories)- Toll Road Management Agency for Jakarta and surrounding areas required funds of Rp600 trillion (US$41.38 billion) to implement integrated Transportation Master Plan until 2029, said one official last week.
Head of the agency Bambang Prihantono said the funds its expected not only from the central government, but also from the local government and other ministries or institutions. In addition, the body also cooperates with the private sector for the construction of transit oriented development (TOD) through the availability payment scheme.
He believes that this investment can support the goals of the master plan, to realize the use of public transport from the current 20 percent to 60 percent in 2029. It will also increase public transport coverage from 30 percent to 80 percent.
The average speed of regular vehicles will lift from 12 kilometers per hour to 30-40 kilometers per hour, modal transfers no more than three times, procurement of additional buses for up to 1,000 units for the implementation of paid and other roads.
On the other hand, the Directorate of Infrastructure Heru Wisnu, said that his agency used alternative avenues to garner investment. One of them is through creative financing or financing non-budgetary government investment. The projects that are cooperated in alternative financing schemes are TOD Poris-Plawad and East-West MRT in Jakarta.
The master plan is a guideline for the Central Government and Regional Governments in development planning, development, and management, as well as transportation monitoring and evaluation in urban areas of Jakarta, Bogor, Depok, Tangerang, and Bekasi.
This guideline involved 11 local governments in the Jakarta surrounding areas, consists of three stages, stage I in 2018-2019, phase II 2020-2024, and stage III 2025-2029.
Currently, the Government pause a number of projects in the Jakarta-Cikampek Toll Road during the Christmas and New Year of 2018. Termination takes place from Dec. 18, 2018 to Jan. 1, 2019.
A number of jobs in question are the light railroad project, the Jakarta-Cikampek elevated toll road, the Jakarta-Bandung fast train project, the fly over construction project, and the routine rehabilitation of the toll road section. Prihantono said the termination of the project is expected to be able to make people drive faster than when the project is running.
