JAKARTA (TheInsiderStories) – The government will launch new regulation concerning on Halal Products and its expected can be effectively put into effect on Oct. 17, 2019, said religion minister on Monday (02/04). To implement the new regulation, the government will set up the Halal Product Guarantee Agency.
The Minister of Religion Lukman Hakim Saifuddin said after a limited meeting at the President Office, this is done after the government issued a Government Regulation which is a derivative rule of the law.
The materials on the new regulation had been agreed upon the ministers and to be finalized soon, he added. The officials, said the minister has agreed on the enforcement of obligations for halal certification for food products, beverages, and medicines.
“The draft government regulation on guarantee of halal products was agreed at the ministerial level, it meant that the remaining process was only a matter of signing by President Joko Widodo,” he said.
In addition to Government Regulations, the Religion ministry must also issue a number of Minister of Religion Regulations related to the application of halal certification tariffs and the mechanism for halal certification procedures.
Meanwhile, Minister of Industry Airlangga Hartarto stated that until now, there were no more points to block the drafting of government regulations that could not be agreed upon. Even so, the ministers have to ask input stakeholders involved in the preparation of the regulation on the Guarantee of Halal Products.
Hartarto said that his party also sought that the law on Guaranteed Halal Products would not be burdensome for Micro, Small and Medium Enterprises (MSMEs) because the players in this sector is required to get halal certification once this policy applies. Therefore, the government seeks to design regulations regarding the obligations of halal certification so as not to burden MSMEs.
In Law Number 33 Year 2014, the Halal Product Guarantee Agency has the right to issue and withdraw halal certificates and halal labels on a product. During the transition period until Oct. 17, halal certification work is still carried out by Indonesian Ulema Council. Furthermore, the issuance of halal certificates will be carried out by the Halal Product Guarantee Agency.
In this case, he said that unit under the council could transform itself into a Halal Audit Agency if it wanted to continue its involvement in the halal certification process. In the future, he added, the new body will work with relevant ministries or institutions, Halal Inspection Institutions and the Indonesian Ulema Council.
