BAPPENAS Reveals PPP Book 2013, Detailing 27 Infrastructure Projects Worth $47.5 Bln

Insider Stories - Armida Alisjahbana, the Minister of State for National Development Planning and the chief of the National Development Planning Agency, unveiled the Public Private Partnerships Book, which consists of details of the 27 projects offered to the private sector worth in total $47.5 billion.

The book launching was held at the Indonesia Infrastructure Conference and Exhibition 2013, a three day event (Nov. 13-15) that took place at Jakarta Convention Center.

The PPP 2013 Book, the fifth edition of such topic, gives updates and official guidance from the government for major projects that are expected to attract the private sector participations.

BAPPENAS/Planning Ministry purposely revealed the book at the IICE 2013, the biggest of infrastructure conference in the country that was supported by the Coordinating Ministry for Economics Affair and expected to draw around 50,000 visitors from more than 1,000 business delegations.

IICE was first held in 2009, the year when President Susilo Bambang Yudhoyono was re-elected to lead the country. SBY's administration hoped to see an accelerated infrastructure development in the country, although the reality checks are infrastructure projects remains plagued by endemic corruption, complex bureaucracy, lack of government incentives as well as financing difficulties.

At the launching of the book, which carries a theme of "Re-creating the partnerwhip in the public and private sector in Indonesia," there was a talk show that involved investors, consultant, and other PPP-related institutions in Asean regions. Executives from Air Asia, Itochu Corporation, Erns & Young and PPP Center Philipine participated in the talk show.

Most of the projects revealed in the book are those related to  Master Plan for Economic Development, known as MP3EI, which promotes connectivity development in the country.

The bulk of the projects are in energy, urban infrastructure and sanitation sectors.

Indonesian government last year offered 58 projects, of which 21 have gone into tender projects and 27 are labeled as "ready to offer" projects. Some of them are the Surabaya Mass rapid transit, a monorail and railway projects in Sumatera island.
