Inline with this policy, the government is also preparing a social protection program and economic stimulus for micro, small and medium enterprises, business people and informal workers, he adds. The head of stated noted,”This will be announced later on to the public.”

In implementing the policy, the President asked the task force and his ministers prepared a guidelines for provinces, districts and cities. He also reminded  that the policy of health quarantine including regional quarantine is the authority of the central government, not the authority of regional governments.

“I hope all ministers ensure that the central-regional governments must have the same vision, have the same policy, everything must be calculated, both from the health impacts and the socio-economic impacts that exist,” he asserted.

On Monday, the spokesman of task force for the acceleration of COVID-19 Handling, Achmad Yurianto reported the number of positive cumulative cases in Indonesia has reached 1,414 people, adding 129 cases from previous day. Total fatalities 122 and cured 75.

Earlier, coordinating minister for politics, law and human rights, Mahfud MD stated, the government considered to release territorial quarantine which will restrict the movement of people, limit the crowd, and the movement of people for mutual safety amid the COVID-19 spread. The policy taken followed the regional government proposal to lock the provinces or regents to the central government.

“The government is currently preparing a draft the regulation to implement what is called territorial quarantine. It will be arranged, when an area may be restricted, what are the conditions, then what is prohibited, and what are the procedures so that there is uniformity of policy about it,” he told reporters through a video conference on Friday (03/27).

He admitted, the government have received a request from Jakarta governor, Anies Baswedan, to impose a regional quarantine to prevent the spread of COVID-19 in the capital city, dated March 28. According to him, the quarantine of the region will be the head of the provincial task force to the national task force.

Then, the head of the national task force will coordinate with relevant ministers, because the regional quarantine is related to the authority of several ministers, he adds. For example regarding transportation, it must coordinate with the transportation ministry or trade issues must coordinate with the trade ministry.

However, the senior minister stressed that among those to be restricted, there should not be any closure of traffic lanes for cars or ships carrying basic goods because it involves basic needs. Then, the shops, stalls and supermarkets that are needed by the community for daily needs also cannot be closed, cannot be prohibited from being visited, but will still be under strict supervision by the government.

“According to the law there must be a presidential decree, because once we forbid it, you see in the community itself there are those who agree, some who don’t,” said Mahfud by adding according to Article 10 of Law Number 6 of 2018, the policy must be regulated by government regulations.
