Indonesia Extends Anti-dumping Import Duty of BoPET

JAKARTA (TheInsiderStories) - Finance minister, Sri Mulyani Indrawati, extended the anti-dumping import duty on Biaxially Oriented Polyethylene Terephtalate (BoPET) products from India, China and Thailand, wrote the ministry regulation number 11/PMK.010/2021. The new policy will take effect on Feb. 14, 2021 until February 2026.

“The imposition of Anti Dumping Duties is still needed to prevent dumping from recurring and causing losses to the domestic industry,” wrote the regulation.

The products that are subject to import duties in the form of plates, sheets, films, foils and other strips, of plastics, non-cellular and unreinforced, non-laminated, unsupported or not combined in such a manner with other materials. However, the import duty rates for the three countries are still the same.

For India, SRF Ltd., 8.5 percent, Vacmet India Ltd., 4 percent, Jindal Poly Films Ltd., 6.8 percent, Ester Industries Ltd., 4.5 percent, and other companies 8.5 percent. For China, Shaoxing Xiangyu GreenPacking Co. Ltd., with 2.6 percent and other companies with 10.6 percent.

And for Thailand, SRF Industries (Thailand) Ltd., 5.4 percent, Polyplex (Thailand) Public Co. Ltd., 2.2 percent, A.J Plast Public Co. Ltd., 7.1 percent, and other companies 7.1 percent.

Last year, the Indonesian Iron and Steel Industry Association has submitted an anti-dumping petition against hot-rolled coil and plate alloy imports from China to the Indonesian Anti-Dumping Committee. According the chairman, Silmy Karim, the move had been taken to secure the national steel market from the practice of diversifying imported steel HS codes and securing potential import duties that the government should have obtained from these practices.

Member of South Asian countries also investigate anti-dumping imports of acrylic fibre from Belarus, Ukraine, European Union and Peru. And anti-dumping investigation concerning imports of acrylonitrile butadiene rubber from China, European Union, Japan and Russia.

Since 2013, the national steel industry has experienced a decline in capacity utilization due to falling world steel prices and oversupply of world steel, especially from China, the influx of imported steel from various countries, which dominates the national steel market, and the presence of circumvention practices in the importation of steel products in the form of diverting carbon steel tariff posts into alloys which are unfair attempts from exporters to obtain the avoidance of import duty and export tax rebates.

Based on Statistics Indonesia data, in 2019, the number of imported of Alloy Hot Rolled Steel Sheets reached 675,000 tons, considering that 65 percent of them can be produced by national steel producers.
